GMRSD Bullying Plan Updates and State-Mandated Changes
November, 2025

In accordance with Chapter 86 of the Acts of 2016, the Department of Elementary and Secondary Education (DESE) has provided guidance to schools on the use of a model bullying prevention and intervention plan that includes updated language to define protected categories within our non-discrimination statement and builds upon provisions in key areas that were added to the GMRSD Bullying Prevention Plan when it was updated in 2023 through DESE guidance.

GMRSD’s policy of non-discrimination is as follows:

The Gill-Montague Regional School District does not discriminate on the basis of race, color, national origin, age, religion, ancestry, physical presentation, gender, gender identity or expression, pregnancy or parenting status, sexual orientation, socioeconomic status, homelessness, political party, or mental, physical, developmental or sensory disability or by association with a person who has or is perceived to have one or more of these characteristics in admission to, access to, employment in, or treatment by its programs and activities. We are adding this statement of non-discrimination to update district documents. In addition, GMRSD policy of non-discrimination extends to students, staff, and the public with whom it does business.

The November 2025 updates to the Bullying Prevention Plan consist of the addition of regulatory language to expand the protected groups to include individuals gender expression, physical presentation, and pregnancy or parenting status.
